The A2 Estonian state language exam tests basic communicative competence — understanding simple texts, handling everyday situations, and managing basic written tasks. It runs three times a year.

From 1 January 2026, A2 Estonian is required for foreigners applying for a temporary residence permit to settle permanently in Estonia. It may also be required in some employment residence permit cases. Exemptions apply.
Registration is done through the Keeleamet (Language Inspectorate) online portal. Deadlines are typically 4–6 weeks before the exam date.
The A2 exam tests listening, reading, writing, and speaking at a basic level — handling familiar topics, simple questions, and short written tasks.
The full A2 exam typically takes 2–3 hours including all four skills components.
